According to South Bend Municipal Code Sec 18-57 if numbers are not displayed on the property, a fine can be imposed.

What are house number regulations within city limits?

Anyone who owns property in the city limits of South Bend must display house numbers. 

If a neighborhood inspector finds a property without house numbers, they can be issued a ticket starting at $15 with a maximum of $25 per day.
