Who is eligible to receive the grant?
To qualify for the South Bend Home Repair Program, applicants must:
- Be 65 years of age or older
- Be the owner and occupant of the single-family property.
- Be approved for UAP (Utility Assistance Program).
- Reside within the City Limits of South Bend.
- Be current on property taxes.
Have active property insurance.
What is the cost to apply for or participate in the program?
This program provides a grant on behalf of the homeowner. There is no cost to the homeowner. Contractors are paid directly from the City of South Bend.
How can I apply for the program?
- Applicants can call 311 or visit southbendin.gov/south-bend-home-repair starting January 5 to complete prescreening.
- If eligible based on their prescreening responses, they will receive an application along with instructions on how to return the completed application and what supporting documents must be included.
What are the eligible repairs for the program?
The South Bend Home Repair Program will provide ROOF repairs and replacements as determined by the program inspection.
- Repairs are approved only when in poor or failing condition and not compliant with local codes. Successful submission of an application does not guarantee that your home will qualify for repairs.
- All repairs are to the residential structure and will not be made to accessory structures such as sheds, garages, fences, or other improvements on the property.
- Property must be in condition to allow for inspection/assessments and work to be completed. Any one of the following conditions is unacceptable and a reason for program denial:
- Utilities shut off
- Excessive clutter that obstructs the inspection of all areas of the home
- No evidence of action taken against the infestation of bugs/rodents
- Open and unresolved Health Department or City ordinance violations
Any applicant denied for one or more of these conditions may take the opportunity to remedy the situation and may reapply for assistance.
When are applications due?
All completed applications with required documentation must be submitted by 5 PM on February 13 to be considered. There will be no exceptions for late or incomplete applications received after 5 PM on February 13, 2026.
