Landlord Registration


Everyone who owns residential and/or multi-unit rental properties in the City of South Bend, which they do not personally occupy, must register their rental properties with DCI-Neighborhoods on or before September 1st of every year.

Updated for September 2025—our new landlord registration platform will launch on September 11th. Due to the new portal, registration will be required no later than October 10, 2025.



Who needs to register for landlord registration?

Everyone who owns residential and/or multi-unit rental properties in the City of South Bend, which they do not personally occupy, must register their rental properties with DCI- Neighborhoods on or before September 1st of every year. 2025 will be different due to the new platform launch. Not included are short-term rentals such as AirBNB or VRBO.


Why do I need to register as a landlord?

In 2016, the South Bend Common Council passed an ordinance establishing the Landlord Registration program, in accordance with a state law passed in 2014. This ordinance mandates that all landlords of rental units within the City of South Bend must register with the Neighborhoods Division.


How to register as a landlord

The City of South Bend has launched a new online application for Landlord Registration. Owners/landlords can register unlimited properties, assign property managers, and update their information throughout the year. Registration is intended for property OWNERS only. If you are a property manager, or other agent for the owner, please instruct the property owner to complete the registration.

This is a brand-new portal therefore if a landlord has registered previously, you will still need to re-register on the new system. Landlord Registration

What are the costs associated with registering as a landlord?

· The cost is $5 to register properties with DCI-Neighborhoods. This is per owner/landlord, not per property.

· Failure to renew the registration is subject to a penalty of $300.

· Submitting an incomplete registration may result in a penalty of $100.
